Heat oil and add cinnamon, cardamom, cloves, bay leaf and fennel. Stir.
Add curry leaves, chilli powder, onion, turmeric, ginger and garlic.
Fry for 3 minutes, then add masala and spices.
Add sugar and vinegar.
Add meat and salt. Mix until meat is coated.
Cover pot and cook for a few minutes.
Stir until meat is braised.
Add enough water to make sauce. Bring to a boil.
Cook for about 1 hour, then add potatoes. Cook for another hour.
When potatoes are almost done, add tomatoes.
Add fresh coriander leaves.
Dish up into half loaves.
